The Civic Engagement Program (PEC) in Mali is funded by the United States Agency for International Development (USAID) to support the consolidation of democratic governance in Mali. The PEC program has the following objectives:

  • The PEC Program works to strengthen social accountability mechanisms from the bottom up. PEC’s work with local civil society organizations (CSOs) aims to give all Malians a voice in service delivery decisions that affect their lives. Activities include strengthening the capacity of CSOs to defend the interests of their members, connecting CSOs and communal governments to work together to improve public services, and improving access and government oversight for marginalized groups;
  • The PEC Program helps CSOs collaborate more effectively with government and the private sector to develop public policies and advance issues of common interest. Grants and technical assistance contribute to conflict mitigation and consensus building, as well as the identification and implementation of new policies, laws, regulations and investment agreements that promote access to service delivery and reduce inequalities between men and women.
  • The PEC Program helps citizens understand their rights and responsibilities and feel empowered to engage with government actors. Public information campaigns implemented by CSOs are supported to raise awareness among citizens about the legal framework, empower them to participate in accountability efforts and the capacity to understand and address gaps in service delivery.

 

CPHDA, part of the FHI360-led consortium,  implemented several packages of activities in 80 municipalities of intervention in Mali through the realization of 30 training courses on civic education, citizenship, local governance and mutual accountability; the production and distribution of 8,000 booklets on laws and public policies on the management of basic social services (Education, Health, WASH) and audio translation into the five main languages of the country; In coordination with the Ministry of National Education (MEN) of Mali, CPHDA designed 2,000 comic strips on the civic education curriculum for students aged 12 to 16 in Mali; CPHDA organized 75 SCALE + sessions with CBOs and CSOs with a view to strengthening the consultation and dialogue frameworks of multisectoral actors around the provision of basic social services.
